Delaware K–6 health standards

Delaware writes its own health standards. They are published as Delaware Health Education Learning Outcomes, adopted 2008 and are not a version of a national framework. Every one is matched to a national standard.

The `1.1` suffix is Delaware's own code verbatim and the leading token is Delaware's own grade-cluster label, but composing them into a single identifier is OURS — Delaware's numbering is unique only within a cluster section and it reissues each code in every cluster with different text, so the bare code would collapse the subject under importKey exactly as it did for California.
